Job Title: State ACSM Engagement Coordinator Consultant

Purpose of the Position

Under the GTS-COMM-R Grant, eHealth Africa is digitizing the Community Mobilization Monitoring and Reporting Toolkit, which is structured around four implementation phases: Entry, Planning, Implementation, and Transition.

To ensure the successful rollout and institutionalization of this digital system at the state level, the organization seeks experienced State Advocacy, Communication, and Social Mobilization (ACSM) Engagement Coordinator Consultants.

The successful candidate will provide strategic leadership in stakeholder engagement, advocacy, and coordination while supporting the implementation of the digitized community mobilization monitoring and reporting framework. The consultant will represent eHealth Africa at the Advocacy, Communication and Social Mobilization (ACSM) Working Group, participate in technical discussions, and ensure project activities align with state priorities and partner initiatives.

The role also involves collaborating with government agencies, development partners, traditional and religious institutions, healthcare workers, community leaders, and other stakeholders to strengthen ownership, improve coordination, and support the collection, validation, and use of quality community engagement data.

Additionally, the consultant will support ACSM programme implementation, participate in technical working group activities, and contribute to the sustainability of community mobilization efforts under the GTS-COMM-R Grant.

Key Responsibilities

The successful candidate will:

  • Support ACSM Working Group activities and weekly ACSM meetings within Polio and Routine Immunization (RI) programmes.
  • Build and maintain strong relationships with traditional institutions and community networks.
  • Coordinate engagement with Community-Based Organizations (CBOs) and Civil Society Organizations (CSOs) alongside ACSM partners.
  • Provide supportive supervision to field data collectors during project implementation.
  • Analyze, document, and report state-level ACSM activities.
  • Strengthen monitoring, evaluation, and reporting systems for ACSM interventions.
  • Develop and implement advocacy strategies to influence state-level policies and decision-makers.
  • Establish and maintain productive relationships with state government officials and key stakeholders.
  • Analyze state policies and legislation to identify advocacy opportunities.
  • Build partnerships and coalitions with organizations supporting advocacy goals.
  • Organize advocacy events, including town hall meetings, rallies, and stakeholder engagements.
  • Collaborate with national and local teams to ensure coordinated advocacy efforts.
  • Train and build the capacity of state-level partners and stakeholders.
  • Monitor advocacy progress and document successes, challenges, and lessons learned.
  • Share best practices to strengthen national and state advocacy strategies.
  • Support project scale-up activities and collaborate with cross-functional teams.
  • Participate in integrated Routine Immunization, Polio, and HIV response activities.
  • Adhere to organizational policies, procedures, and contract terms throughout the consultancy period.

Requirements

Interested candidates should possess:

  • A Bachelor’s degree (B.Sc.) in a relevant discipline.
  • At least 2 years of relevant experience in community engagement projects. NGO experience is an added advantage.
  • Strong experience working with traditional institutions and community stakeholders.
  • Experience in social demand promotion and community mobilization.
  • Good knowledge of digital data collection tools such as ODK and KoboToolbox.
  • Proficiency in Google Workspace.
  • Strong leadership, organizational, conflict resolution, and problem-solving skills.
  • Excellent interpersonal and communication skills with strong attention to detail.
  • Ability to multitask and manage time effectively.
  • Flexibility to work extended hours, holidays, and when required.

Language Requirements

  • Excellent spoken and written English.
  • Ability to speak Hausa and Fulani is an added advantage.
  • Strong report writing and business communication skills.
  • Ability to present information effectively to senior management, partners, and stakeholders.

Preference will be given to candidates residing in Kaduna State.

Supervisory Responsibilities

The consultant will supervise assigned project management staff in accordance with organizational policies and applicable laws. Responsibilities include:

  • Planning and assigning work.
  • Supporting recruitment and staff training.
  • Monitoring staff performance.
  • Addressing workplace issues and resolving conflicts.
